Transportation Development Plan

​­The Capital Area Rural Transportation System (CARTS) is working on a Transportation Development Plan (TDP) to identify solutions for improved transportation access, efficiency, and reliability in rural communities in Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Travis, and Williamson Counties.

CARTS tailors services to each of the communities it serves, providing predictable connections between rural areas, to national and local transit systems, and to the metropolitan center of the region. Click the image to the right to Meet the Fleet of existing CARTS vehicles.

Why develop a TDP?

CARTS delivers transportation across 9 counties for communities with fewer than 50,000 population, which means that the CARTS service area and mobility needs evolve with each census. ​The TDP will consider 2020 census information and projected growth in the area to recommend :
  • A​djustments to existing services
  • Potential new services or amenities
  • Emerging technologies and strategies to integrate into the CARTS system​
Some recommendations in the TDP may be implemented over the next 5 years, while longer-term solutions may be implemented 10 or more years in the future. Putting these solutions in place will require additional funding and coordination with local and regional planning partners.

Process & Participation Opportunities

​Local communities and leadership will be engaged throughout this process to help develop a plan that reflects community needs and values. CARTS will build from input collected through a 2021-2022 district-wide survey to develop concepts for potential improvements, and community members will have the opportunity to provide feedback before these concepts are developed into strategies and alternatives to include in the plan.
